We guide Members of the county Assembly and Members of parliament in understanding critical areas in budgetary implementation. By the end of our training modules they understand;
- Mapping the 8 key budget documents that should be produced and published according to international best practice, as well as the corresponding budget documents that are produced and published in Kenya, within the four stages of the budget process;
- Developing a timeline of the new (county and national) budget processes in Kenya, indicating participation opportunities throughout the budget year;
- Budget-related documents and sources of budget information that is available in Kenya; ·The state of public participation in the budget process in Kenya; ·Some key terms used in Kenya’s budget documents;
- The differences between the old line-item budget approach and the new Program Based Budget approach to both national and county budgets;
- The 2010 Constitution, County Governments Act 2012, and the Urban Areas and Cities Act say about public participation in decision making and discussed key principlesLIMITEDofpublic. participation;
- Case studies of citizen participation in the budget process; and developed recommendations for an effective County Budget and Economic Forum and county participation process.
